The NFIB’s Small Business Optimism Index rose slightly to 95.8 from January to February, but it’s still below the 47-year average of 98.
While there was a small increase in the number of small-business owners who said they hired or tried to hire workers, 40 percent said they had job openings they couldn’t fill.
