In this year’s Voice of the Title Agent survey, there was a pronounced drop from 2024 in the amount of respondents who believe there will be more regulatory scrutiny from state or federal regulators.
The percentage of survey participants anticipating more regulation from the Consumer Financial Protection Bureau (CFPB) and state regulators declined from 58 percent to 35 percent. Conversely, the share of respondents who do not think there will be more regulatory attention from state or federal actors rose from 23 percent to 39 percent.
These responses were not surprising when one considers the actions of the Trump administration during its first two months in power. In February, the Trump administration ordered the CFPB to stop almost all of its work. Several court cases have been filed in response to the action.
Of the respondents who submitted comments about the regulatory landscape in 2025, nearly half said they believed the Trump administration would either shut down the CFPB or significantly reduce its power.
