Southern Title Insurance Corp. voluntarily stopped issuing new business
on Sept. 16, citing a substantial agency defalcation as the reason. Then
the Virginia Bureau of Insurance officially suspended STIC’s license,
citing a defalcation that occurred in Texas. Now, in an exclusive

actual agent in question and some of the details leading up to its
